Job Description:
Facility & EHS Manager (Location: Dongguan)
Report to Plant General Manager directly and funcation report to Regional Director, EHS Asia.

Job Responsibilities:
In charge of construction project management of new building/factory or office renovation.
Set up and update construction project schedule and track.
Coordination among architect and contractor and employer to ensure smooth construction progress.
Field management and supervision of construction.
Management of real estate and remote office.
Provide all EHS support and leadership for the site.
Responsible for site EHS processes and performance with regard to matters impacting occupational health, safety and the environment. Identify areas for improvement, define strategies to drive closure, and drive strategies to completion. Develop and implement systems, procedures, and training to drive all aspects of EHS performance and compliance to all regulatory and EHS requirements.
Manage regulatory permits to operate facility, complete applications, revisions, and ensure compliance with air and water permits issued by local, state, and federal agencies. Interface directly with outside government agencies, community groups, and other external constituents and stakeholders as needed to obtain and maintain site regulatory permits. Negotiate permit requirements with government agencies.
Manage occupational exposure processes. Conduct risk and exposure assessments, develop and implement exposure-monitoring plan, and manage exposure controls.
Keep abreast of EHS regulatory changes that impact the facility. Wherever applicable, develop and implement strategies to comply with new or revised requirements.
Complete and submit all reports required for compliance with permits and regulations to operate facility.
Drive incident reduction by establishing proactive EHS programs. Utilizes corporate systems and tools, and other contemporary processes to guide incident prevention efforts.
Review capital projects and process changes for EHS and regulatory impact, including environmental permits.
Provide training to meet requirements of EHS programs.
Lead EHS Incident Investigation and Corrective Action Processes.
Interface with Company Asia EHS Leaders. Report information and incidents as required by company’s policies. Participate in teams for EHS issues management. Be an active member of the EHS community.
Provide EHS leadership across the Company’s business in the Asia-Pacific region, establishing strong working relationships with business and plant leaders.
Develop and implement processes that ensure Corporate HS&E governance requirements are fulfilled, including compliance with global requirements
Provide support for HS&E due diligence reviews for acquisitions, mergers and divestitures within the Asia-Pacific region.
Provide audit and consultation support across the company enterprise – primarily within the Asia-Pacific region.
Provide professional development and functional opportunities to indirect reports across the business. 
Ensure EHS Functional Alignment with the Corporations and Division vision and direction.
Interact and/or negotiate with key government regulators, industry organizations, and peers throughout the region.
Provide liaison with customer counterparts on an as needed basis 
Development of Safety training schedules and materials in collaboration with others and ensures technical integrity of training program.
Provide leadership to drive company EHS programs and performance to World Class.
Successful mentoring of Managers on site to improve Safety behaviors.
Maintain EHS programs and a functional network within the site.

Education and Experience:
Working knowledge of all applicable regulations, Environmental, Safety, Industrial Hygiene,
University bachelor’s degree, with 5+ years multi-discipline experience in engineering, safety, or hygiene environment.
Broad knowledge of governmental health, safety & environmental regulations and requirements within the regions and countries represented.
Demonstrated success in developing and leading teams within a matrix organization, developing strong partnerships with business, and motivating people. 
Demonstrated ability to influence senior business leaders, peer functional leaders, and site leaders.

Proved strong leadership / interpersonal skills, ability to motivate and influence the entire organization / change management skills.
Strong project management skill.
Experience of new plant/building setup.

Good Business Acumen and deep knowledge about chemical industry.
