GENERAL RESPONSIBILITY BASIC PURPOSE Provide direction to fellow Compliance Specialists with both operational and policy planning objectives. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Provides training and assistance to compliance personnel while continuing to provide daily operational support in the import and export of goods. Acts as liaison on behalf of AMD/Spansion with government authorities on various import/export procedures and processes. Assists AMD/Spansion customers with internal/external projects in regards to compliance. Maintains and updates a data base for China import/export compliance regulations including changes and modifications to the Chinese Import Tariff and valuation code and summary of the business implications and communication to the Greater China management team given current and expected business models and product movement practices. Supervises Audits the work of Compliance Specialists to ensure completeness and accuracy. Provides acquisition support to successfully integrate new businesses into the centralized process. Prepares and maintains reports and provide information as required by management or local laws and regulations. Understands new Customs programs and reviews and proactively communicates applicability to the company and it's customers. Utilizes various databases and systems application to provide preclassification support and troubleshooting of Compliance processes. Supervise the Compliance Specialist to retain customs related paper work in accordance with customs regulations. EDUCATION and/or EXPERIENCE Minimum five to ten years of China customs industry/government related compliance experience, ideally in a Multi-National Company; 4 year degree preferred. LANGUAGE SKILLS Bilingual Chinese (Mandarin) English. Ability to read, analyze, and interpret common industry journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from internal/external customers, regulatory agencies, or other members of the business community. Ability to write proposals and other publications that conform to prescribed style and format. Ability to effectively present information to top management, team members, and customers. Ability to negotiate, motivate, and communicate with tact and diplomacy. MATHEMATICAL SKILLS Ability to work with fundamental mathematical concepts such as fractions, percentages, ratios, and proportions to practical situations. REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to work cross-functionally with operations, finance, government relations in Greater China and the USA. Occasional travel may be required as determined by business need. PREFERRED EXPERIENCE: 7 or more years in a senior trade compliance mgmt role in either Chinese Customs or a major high technology company. Clear experience in China import and export rules pertaining to: classification, country of origin, valuation and product marking.
