《中华人民共和国澳门特别行政区基本法》第一百三十九条规定：“对世界各国或各地区的人入境、逗留和离境，澳门特别行政区政府可实行出入境管制。”
澳门特别行政区政府治安警察局2010年6月1日发布新闻公报，宣布自2010年7月1日起，孟加拉国、尼泊尔、尼日利亚、巴基斯坦、斯里兰卡及越南6国公民，除特定人员外，须事先申请并获得入境签证方可进入澳门特别行政区，而不再适用落地签证做法。请上述6国赴澳门特别行政区人员注意浏览澳门特别行政区政府有关网站，及时了解澳门特别行政区签证具体安排。
为配合澳门特别行政区政府实施新签证安排，自2010年7月1日起，中华人民共和国驻外使领馆、处及外交部驻香港特派员公署将受理上述6国赴澳门特别行政区人员的签证申请
