Job Summary: This position is responsible for all Financial, Accounting, Human Resource and Office Operations in China , reporting directly to the Corporate Chief Financial Officer with PRC responsibility to the PRC General Manager.
Essential Duties and Responsibilities ( List the five essential job duties that must be completed. These will be used in the performance review process to evaluate job performance) :
1. Assist in the establishment of processes and systems that ensure the availability of accurate and timely management information, efficient and accurate processing of transactions and adequate control over company resources. Work in conjunction with Corporate Cost Accountant to monitor and maintain standard costs for products being manufactured in PRC. Perform periodic audits of internal controls and processes, recommending improvements as applicable. Oversee the office and provide general support as needed.
2. Coordinate the development and production of all financial reporting required in PRC. Assist in collection and analysis of data for monthly financial reporting, including margin and variable cost variance analysis. Assist in the preparation of annual budgets and periodic forecasts. Act as liaison with local accounting, tax, legal, banking and corporate services professionals as needed by supervisor. Provide annual external audit and tax return preparation coordination and assistance as requested. Prepare and provide accurate and timely reporting of financial and accounting information to company headquarters. Work with PRC banks to insure smooth operations, successful cash flow and credit as needed. Prepare all required local, regional and national government filing for taxes, VAT, and payroll.
3. Manage outstanding customer accounts receivable with the goals of a) collecting all amounts due to the company, b) minimizing past due amounts, c) assuring that accounts receivable are kept within company approved guidelines, and d) resolving disputes to the satisfaction of both the customer and the company. Process customer invoices, maintain accounts receivable aging reports, track customer purchases, manage inventory, receiving orders and prepare shipping documents for purchases.
4. Manage the Accounts Payable and Payroll functions. Ensure timely processing of vendor bills. Act as liaison with local vendors and tax authorities, including landlords when needed. Ensure timely processing, payment and billing of payroll and appropriate payroll tax and benefit filings.
5. Handle Human Resource functions for the facility in coordination with the Plant Manager including staffing the facility, assure that facility is in compliance with all legal employment requirements and work with Company Human Resources on human resources related issues and concerns.
Additional Duties and Responsibilities (List other job duties) :
1. Stay current with those PRC laws and regulations that affect Financial and Human Resource operations and implement rules and procedures to guarantee compliance with those laws and regulations.
2. Ensure proper coverage, training, and recruitment of Finance and Accounting staff for all PRC operations as needed.
3. Monitor subcontractor compliance with terms of agreements.
4. Completes other special projects and analysis as directed by supervisor.

Qualifications:

1. Chinese CPA certificate.
2. Exceptional leadership skills that are demonstrated by achieving desired results through others.
3. An in-depth understanding, knowledge, and written and oral fluency in English, Cantonese and Mandarin.
4. Sound knowledge of Finance and related business functions as they pertain to PRC.
5. Hands on Finance and Accounting experience in a fast growing organization.

Education and/or Experience: Working knowledge of Accounting principles and Human Resources usually obtained through a Bachelor’s degree and 7 or more years of work experience. Degree preferable in accounting, finance or human resource management.
Preferred Experience:
1. Cost and inventory accounting, financial analysis, budgeting and forecasting, internal controls and process improvement.
2. Experience in large public accounting firm, preferably in the USA or with a USA based firm.
3. Experience with USA – owned manufacturing operations, preferably having held a position with a USA – owned manufacturing company.
4. Proficiency with computer systems, especially manufacturing control systems. Specific experience with Great Plains software is strongly preferred.
5. Experience with contract negotiation as it pertains to all aspects of the business.
6. Understanding of PRC import/export methods, documentation, taxes, duties and other indirect taxes.
Language Skills: Fluent in written and spoken Chinese, Mandarin and English.
Reasoning Ability: Ability to reason through complex situations and understand the affect of actions on all operational areas.
