Applications are invited for the post of Head of Climate Change and Green Growth at the British Consulate-General Shanghai The post is for one year and applicants must hold either a Chinese or British passport with a valid W or Z visa.
The UK is a pioneer of climate change diplomacy globally. The successful candidate will lead a team delivering programmes of work designed:
- to strengthen climate and energy cooperation between the UK and eastern China, working closely with government officials, think tanks, businesses, academics and NGOs to support and accelerate China’s transition to a low carbon economy;
- to enhance understanding of and initiate new China-wide cooperation activities between the UK and China on the economic and development impacts of climate change and global fossil fuel consumption;
- to identify and illuminate China-wide macro-trends in low-carbon/green investment across the Chinese economy, and the economic and political factors supporting this investment.
- To help British companies in the pursuit of commercial opportunities for ‘green’ goods, services and technologies in Eastern China
The jobholder will be supported by two climate change and energy officers at the Consulate and will work closely with activity, policy and programme leads in the British Embassy, Beijing and British Consulates in Guangzhou, Chongqing and Hong Kong. The jobholder will also interact with climate and energy counterparts outside China, including in Seoul and Tokyo and work closely with UK Trade and Investment and Science and Innovation colleagues.
Main Responsibilities
· Identifying opportunities for joint policy research, outreach activities and capacity building with external groups and Chinese contacts
· Developing bids for project funding to support these activities
· Building relationships with Chinese government officials and economic policy leaders/commentators
· Developing an evidence-based economic case for Green Growth and leading delivery of this to a wide range of interlocutors
· Analysing, reporting and delivering activity to strengthen understanding of the economic impacts of climate change
· Working with colleagues to map green investment trends in China
· Reporting on developments in the Yangtze River Delta region
· Supporting high level UK government visitors to Shanghai
Personal qualities - candidates must be able to demonstrate:
· Fluent spoken English and excellent written English
· At least 5 years professional experience
· Management of teams and / or large scale projects
· Excellent strategic awareness and judgment
· An ability to work proactively and independently and to take full responsibility for delivering results
· Excellent communication and presentational skills
· An understanding of the economics and politics of climate change and/or “green” growth and investment
Knowledge of any of the following would be an advantage but is not essential:
· UK climate change policy
· Chinese government policy and administration
· Environmental and green/low carbon technologies and carbon trading markets
· Sustainable development
· Urban/industrial planning
· Mandarin
