Applications are invited for the post of Project Manager, Prosperity Strategic Programme Fund (climate change, energy and economy) at the British Consulate-General Shanghai. The post is a 1-year fixed contract, subject to renewal. Applicants must hold either a Chinese or British passport with a valid W or Z visa.
Background:
This is an opportunity to work on the successful delivery of a substantial project-based programme at the heart of the UK’s bilateral engagement with China. The Prosperity Strategic programme seeks to create the conditions for stronger, more sustainable global growth and prosperity through a portfolio of projects on economic reform issues, low-carbon development, and climate change and energy security. The programme has developed a strong record for excellence in recent years and we are looking for a candidate with the project management skills and enthusiasm to support its successful delivery.
Main objectives and duties :
· Managing and delivering new and existing projects through the complete project management cycle.
· Programme projects through identifying strategic opportunities to influence change and impact on low carbon and economic policies. Develop bids against the FCO strategy and wider policy context.
· To be responsible for and lead on management of a large project portfolio in specific climate change, energy/ economic policy areas.
· Responsible for monitoring and evaluation of projects. To include ongoing financial management and monitoring of risks and significant outcomes. Responsible for co-ordinating and delivering project evaluations assessing progress against project deliverables and policy impact.
· Managing external relationships with national and foreign project implementers and other partners, including, government departments, research institutes, and consultants among others.
· Communications & project reporting, delivering greater awareness and demonstrating impact of the Prosperity SPF programme to key China and UK based partner and customers; and within the Consulate and wider Consulate network.
· Organising events and presenting project outcomes and the evidence base generated through projects for low carbon economic growth.
Competencies and skills required:
· A minimum of 2 years project management experience, including: designing new projects, setting specific outputs, outcomes and indicators, developing activity based budgets and monitoring and evaluation of project spend and identifying risks and project outcomes.
· A minimum of 2 years experience in climate change, energy/economic issues.
· Ability to work strategically and to take a programmatic approach to project development.
· Strong analytical ability and proven record on delivering results.
· Excellent team working skills with flexibility to cope within a dynamic team and workload.
· Demonstrated experience in the successful management of external relationships.
· Proven organisational, communication and presentation skills.
· Excellent written and spoken communication in both English and Chinese
